Yes, nice try. 3 out of 10 for effort, but they've got the vocabulary completely wrong. "Best Regards?" what about "If you do not collect this refund by January 15th, you will be liable to an automatic £100 late refund collection penalty." and "You could also be charged further penalties of up to £60 per day."
They really haven't been doing their homework on HMRC have they?
